African Network of Information Commissions (ANIC) held it’s 2024 Annual General Meeting on 23rd and 24th May at the Information regulator of South Africa secretariant. This is the statement made by Mr. John Jeffery, SA Deputy Minister of Justice and Constitutional Development.
As you know we will be having our national and provincial elections and also marking 30 years of democracy.
Before 1994 (SA) was a state of secrecy, lack of transparency and lack of access to information.
We have the PAIA of 2000 to give practical effect to this important human right. The right of access to info is an enabler of access to other human rights. It promots accountability and combats corruption. It encourages communities to participate in governance. When people have access to information they can make informed choices about their rights and excersing them.
Information commissions are vital when assessing technologies, when it comes to the impact of human rights.
Unesco findings on Africa and ATI in 2021. Analysis found that it’s key importance to have constitutional guarantees when it comes to ATI. There should common standards and collaboration between governments and ministries and departments.
“Having the right to access information is not enough, implementation is key.”
Let’s never take for granted our role in ensuring democracy and promoting the right of access to information.
I wish you all the best with your deliberations.
